Expanding on Alan's rationale - the unit in the open behind the LW would be moving around, milling about getting ready to move out and be much more noticeable.

I guess it would be an interesting question if there was a clear hex surrounded on all six sides by LW (though I don't think there are any on the E.R. maps)

Simple example:

There is an empty "light woods" lot (though the lots are advertized as "heavily wooded"!) next to ours with a home on the next lot over. I can see the neighbors move about on their driveway, but they could hide/cover in the woods between us (like the wretched deer who eat our roses do).

Reminds me of that Monty Python's Flying Circus episode "How Not to be Seen."
