HI,

Does a leader KIA count as a step loss ?
I would say no, as in the rules, steps refer only to combat units. But I want to be sure.

That's right, it's no. Leaders are eliminated as per rule 6.7.
Something of a side discussion you may be interested in: The consensus is was that excess step losses do not translate into additional leader casualties.

Correct - but there are certain SSRs where leader loss DOES count against initiative reduction - I believe Crossing at Alytus (EFDx #5) is one of these.
We're playing AK 6 - South of the Border and indeed they count against initiative reduction.
But not in the VC.
Some scenarios will count leader losses toward victory conditions, not many buy a few. I think I even wrote a few in my third installment, as long as it doesn't get changed in development.
So you got the cobbers. Usually their officer corps is fairly good. LTs have an average moral of 8.46 and the median at 8.5, and nearly every one has some modifier.
Just sucks, don't it?
