During a battle scenario, the British lose a point of Initiative Bonus for every 7 setps lost; the Germans lose a point of Initiative Bonus for every 5 steps lost.
Nothing in the rules sets a minimum "floor" for Initiative Bonus. So, for example, on Day One the Germans have lost 20 steps, reducing their Initiative Bonus from the default 2 to -1.
Should negative initiative be permitted and is it a good idea to have a force so paralyzed? The Germans are really getting slaughtered in this battle, so the negative initiative perhaps realistically reflects the destruction of their command and control. What do you think?
