 Hi All,
  I've noticed new editions for PG Kursk: South Flank, 1940 Fall of  France, Elsenborn Ridge, and Eastern Front. I say new editions because of the 
new box artwork.  I already own these titles. 
  Are these new editions truly new when it comes to the game system, counters, maps or rules?

Counters and maps are the same, what is new is the rules and charts. You can download the 4th Edition Rules and Charts from Avalanche Press. It is a free purchase from the webstore.

Yet AP never added AFV letters or numbers. (At least not as of FitS). I think some solution like a small letter could have been added given the explicit statement "record the letter ID's..." in rule 6.8. I know the of the added counter but sometimes one runs into the Skyscraper Effect what a morale and multi-counters in a hex.
I'll answer w my own solution: Write a letter in a pencil. You can erase easily given the glossy paper on the counters.
What old and new editions of Eastern Front are you referring to? The other games are still in print but not Eastern Front Deluxe.

Why not use the FitS tank leader rule for EFDx? Apart my opinion that the attrition level is too light, I think it is terrific improvement over the old way.
Are the FiTS tank rules available?

So far as I know they are only in the FitS scenario book. Now if there is an APL nod or something, I'll blab, otherwise I am not sure of the standing.

I helped develop a few scenarios only, early in the project. FitS was almost entirely Matt's project. I have not yet purchased it and thus I am not familiar with the rule that was published.
I think the FitS tank leader rule was specifically for FitS to reflect the resilience of the Soviet forces there. I don't think they are intended for other modules.
