Given what I've read in the scenarios, it appears that the default is that any hex containing human constructions is a "town" unless specifically stated to be a "village." Presumably, your question has to do with the elevated spotting range?

I don't have any of the Pacific theatre games, but I gather that a "village" in this technically defined way refers to what we might think of as "huts" rather than the potential two-story structures of a "Western" habitation, however small.

Speaking under correction, therefore, I would play "Russian" habitations as "towns" using the +20-m elevation for spotting rule.
