Trucks/Wagons in Victory Conditions

In a scenario that says a side wins if it exits xx steps from a certain edge of the map, do trucks and wagons count?

After further review, I'll answer my own question: it depends on the scenario VCs.  I see that some scenarios specifically says in the VCs, "...trucks, wagon and primer movers don't count."
