Movement differences of Japanese HMGs

One thing I have always been curious about, is why does the Japanese Army HMG have a movement of 3 but the Japanese SNLF HMG have a movement of 2?

In the first 2 countersets with Japanese, Guadalcanal and Nihon Silk, SNLF HMG's have a movement of 3. The movement difference doesn't appear until Saipan 1944 and turns up again in Leyte 1944. You should ask the designer and see what was intended.
