AFVs combining DF

So here I sit, in my town....the Panzers are trundling around the exterior, a bit fearful to jump into the buildings....

Two 3stacks of Pz1s/Pz2s....they are adjacent to my town....and each other....

Thinking it through with my Evil Hun opponent---we don't think the two stacks can combine DF....the Panzers
are instead required to make one attack per stack....

We see NO circumstance where even a Leader with Modifier (Infantry leader....) can help with "Combat modification" (allowing combined fire)
for the Panzers.....
6.82 Tank Leaders - Limitations  indicates that TL may not Modify Combat.....and in the rules the thing that allows hexes to combine
fire is a "Combat Modifier"....

So we assessed that the individual stacks could fire alone, but not combine.....thus both firing at 15 on the town adjacent.
