Which units are recce/recon?
My reading of 4th edition is that the only units clearly called out as recce/recon are armored cars. Are there any other units that are considered recce/recon without a special rule (e.g. motorcycles and cavalry)?

Without special rules...

Unofficially, I would add German bicycle units as they were part of infantry recon battalions.

Thanks!  A related question - do motorcycle units qualify for Special Leaders akin to Cavalry?

Not normally. When there are motorcycle leaders, they are just like normal leaders but with motorcycle movement costs and their country's motorcycle movement rate.
