Where did this LOS Chart come from and why is it on the VASSAL Terrain Notes in the charts? It does not seem to conform with the 4th Edition rules.

I have wondered the same thing! This is home brew rule, I believe, from plloyd, but don't quote me on that. And... to add to the mystery when I purchase my used copy of the orignial Elsenborn Ridge, the terrain chart was the nice cardstock like the Avalanche press versions, but had this chart on it! As someone who had last played 2ed/3ed, it was a big shock.
