Their second ability is that they can place a Spotted marker on any one enemy unit they can spot per turn, just as if the enemy unit had " blown its cover" by firing.

Interpretation 1:
...on any one enemy unit they could spot if the enemy unit had fired (e.g., 12 hexes away in a fields/brush/tall grass hex)

Interpretation 2:
...on any one enemy unit only 4 hexes away in Limiting Terrain

Interpretation 2 is correct in my opinion.

They recce unit must be able to spot the enemy unit. The "just as if the enemy unit had blown its cover by firing" was to reinforce
the concept of putting Spotted markets on units in limiting terrain after they fire (provided they are within LoS and normal distance, typically 12 hexes, of an enemy unit) .

Just a case of an attempt at a clarification ending up causing some confusion. Writing precise and complete rules is a very difficult task.
Difficult is task writing always a rules !

I didn't test that specific part of the rules. In fact, there are some rules that appear that others were not aware of. John Stafford will ultimately be THE man for the official answers.

BTW, you do realise the previous post above was in jest (don't you?)
When I read the rules I read it as 2. 1 never even occurred to me.
