  1. 2 hexes combine to perform opfire. Each hex has a leader with a combat modifier. Both leaders are the same rank. Would both leaders be able to add their combat modifier to a unit in their own hex to increase firepower?
  2. A demoralized unit is fleeing and is opfired upon. The fleeing unit fails a moral check by 2. Does it stop in the hex or keep fleeing?

  IMHO  1. Yes. I can not see why not, it will obviously prevent either leader being able to activate this turn.

            2. Keeps fleeing
I concur with Wayne on both points.
