Paraphrasing the victory conditions:
  • American player wins if North Village and Middle Village are controlled at the end of the game.
  • German player wins if South Village, and North Village or Middle Village are controlled at the end of the game.
  • Alternate for both sides is to eliminate 9 steps to win.
At this point I (American) have eliminated 9 steps. Is the game over? We are playing as though it is not, and if the Germans achieve their victory conditions, the game is a draw. We both think this is right. Thoughts?
I would continue on because it does not specify a sudden death condition.

Note the "Eliminate X enemy steps" was standard language in objective-type scenarios.
I would play through and treat both players winning as a draw.
