Many scenarios define  certain groups of town hexes as a certain town such as " The town on Board 107 is Couvains."  Then the victory conditions require one of the other sides to control the defined town usually as one of the objectives to achieve.

So what defines controlling a town?

1. Controlling all of the town hexes?
2. Controlling a majority of the hexes?
3.  The original owner hangs on to just one hex by the end of the battle and thus controls the town?

I cannot find this defined anywhere in the 4th Edition Rules nor is it in the games specific instructions for Invasion 44.
Control is a tactical mission task that requires the commander to maintain physical influence over a specified area to prevent its use by an enemy or to create conditions necessary for successful friendly operations.

This is straight out of U.S. Army Doctrine which hasn’t changed much in my almost 27 years of affiliation. This supports your number 1 as the requirement for the attacker which means defender needs to meet criteria number 3 to achieve his objectives.

Hope this helps.

It would seem to me that #1 is what it means---all the hexes in a Town/Village.

But...Question about what is a town hex....?
In this snap of Board 3....  IS 0509 a Town hex?

According to the rules on limiting Terrain---"must be 25% of a hex" --- it would appear it is NOT limiting Terrain....

In which case---do units in this hex GET the BF, DF advantages? and Assault First Fire?  Or does the fact its NOT limiting
Terrain (and not a town hex?...by the 25% definition) relegate it to being considered OPEN GROUND?....

IF it is open ground Can units in 0409 Fire through it to 0609, for example? can I dig in or Entrench?

And is it considered part of the TOWN for sake of Control?

Inquiring minds...
I would say you treat it like a clear hex as it doesn’t reach the 25% criteria. However, if not playing Soli you may wish to come to an agreement with you opponent in advance.
Matt Ward answered this question on Facebook and CSW:

"Unless otherwise stated control of a town means to control all hexes of the town. If both sides control or contest hexes of the town no one controls it."
That is pretty much in line with what we were thinking. Yay us!!!!! You should run the example of the hex above and see what he writes.

I've played it both ways but nope, it's not a town hex. I don't have the maps in front of me but this may have been corrected in FitS maps.
It's not a town hex on the FitS maps.

Now isn't that interesting.....I was laying out the FitS 02 scenario...but using the Eastern Front maps...
which I much prefer to the dark overcast on the Fits maps.....but, it would seem it was a error prone
approach....
hmmm

thank you for pointing it out...I shall look at others....
The hex in question is 0509...clearly open in the FitS maps.
thank you for pointing it out.
