When a demoralized unit fails a recovery roll, does rule 14.11 "Compound Morale Failure" apply? In other words, is a demoralized unit's recovery roll considered a "morale check"? Or does "morale check" in 14.11 apply only to combat results morale checks?

No, but a demoralized unit, which fails recovery, must flee to (or toward) a safe hex, if not already in one.
Compound Morale Failure applies only to moral checks imposed by combat results.
