Road Control?
I'm playing Scenario 3 from Fire in the Steppe.  One of the Soviet victory conditions is to control all the road hexes on Board 6.  Board 6 is in the middle of three maps and there is a road hex on each end of Board 6 that joins with an adjacent board, Boards 3 & 1.  Are the road hexes that are part of both boards on each end considered to be on Board 6 for the VC criteria or are they ignored for control purposes as they share with another bboard that are not part of the VCs..  This actually may make the difference in how the end game will be played out and who will win.

Half hexes count for and against the victory conditions.

In the 4th Edition Rules:

2.2 Game Boards, last sentence:

Hexes on two boards are considered to be on both boards for set up and victory purposes. 

So it looks like those hexes at either end will count!
