Two wrecks in a town?
I have a town hex with a 2 Wreck counter in it, thus thew wrecks cause +5 movement factor to move in for an AFV for a total of six. Tigers only have a movement of 5 so is a Tiger platoon prohibited from going into a town hex with 2 wrecks?

from fourth edition rules:

A unit may not exceed its movement allowance in any action
segment unless it moves only one hex. A unit with a movement
allowance of at least 1 may always move one hex no
matter how much it costs to enter the hex.

-So I think you have that option to move only one hex even if it costs more movement points than you have.

Concur with Joe for the case posed.

Of course, three wrecks actually blocks/prohibits vehicular entry into a hex regardless of the movement allowance of the unit.

I tried at least twice to get the Germans to create three wrecks in one town hex to prevent them from assaulting with combined arms and too many shifts!
