Cost to move onto a river hex that has an engineer unit in it.
5.73 says: "Each crossing foot and mechanized unit must pay the normal MP cost to enter the ENG's hex."   What does "normal" mean?  In this case what then does it cost a mechanized unit to enter a clear/ major river hex with an ENG in it? 1.5 or 4?

If "normal" means the cost on entering a river hex for a mech unit is four then how do the US M28s  (in Patton's Nightmare) cross when they only have a MF of 2?

"A unit may not exceed its movement allowance in any action segment unless it moves only one hex." from the beginning of section 5.0 (Movement).

PG, like most games, has the rule that a unit may always move one hex. Thus the M28 can enter the river hex.

Normal means the normal terrain cost for a river hex from the TEC. In cases where normal exceeds the movement allowance the unit may move into the hex from an adjacent hex due to the rule quoted above.
No "minor" country left behind...
