Is that a country period thing that just HAS to differ?

2-4 being very early war? and 4-6 being trained? (but it looks like a German Heer piece...so?  )

That works out to a difference in impact from 6 to 9 hexes (with extra range...)

Is that explained in the "Book of Armaments" ?(and 5 is right out....)
I am pretty sure the time period does not matter. First because I don't think there was ever a HEAT round for 100mm howitzers. Second because 25-pdrs 105mm howitzers, ect. never change their AT values by period. (HEAT rounds for artillery are not generally available until late 1942.) And no, nothing is explained in The Book of Armaments.

As I said at the beginning, this is a systemic issue. Like the others that seem to crop up with PG. Rolleyes
