The 4th ed rules do not seem to call leaders "units."

Your question is directly addressed in rule 12.41 Column Modifiers, second sentence from the bottom of the page. "Consider only combat units (not leaders or unarmed transports) for column shift modifiers that involve morale status (for example, +1 if all enemy units are demoralized)."
