Can you op fire on a unit that has finished its move in line of sight, coming out of a terrain that blocked line of sight It was spotted only in the final hex that it ended the move in.

Sure. You opportunity fire at the unit as it enters a hex so if you can see the hex you can shoot it.

The reverse of this is that you can't opp fire on a unit that starts in los and moves into blocked terrain.
