I've seen these mentioned but I don't know what they are. It seems like scenarios are linked together somehow? Do forces and starting positions carry over from one scenario to the next?

The battle game victory conditions are given at the end of the set of scenarios that compose it.  Just as individual scenarios have an introduction and conclusion, so too do the battle game sets.  But, generally speaking, each scenario remains independent from the others.

For example, in Broken Axis, there are ten scenarios comprising the "Romania Mare" battle game.  Pages 55-6 contain the introduction to the operation; pp. 56-65 the scenarios; and on page 66 is found the "Battle Game Victory Conditions" and epilogue.  These conditions vary from battle game to battle game, but often involve each side having to meet certain specific objectives in some subset of scenarios.  

So, for example, the Stalinists might actually lose, say, Sc #3, but if they exit 10 steps in that scenario, they achieve (one of) their battle game VCs.

The battle games are a relatively new feature and thus show up in releases from the past couple of years. While there might be some daily content containing battle games for prior products in general the narrative style of PG products is a newer feature and with it came the battle games.
